Sector Education and Training Authorities were established in terms of the Skills Development Act as from 1st April 2000, and are responsible for the disbursement of the 1% (on payroll) training levies payable by all employers. These levies are collected by the South African Revenue Services and are then disbursed through a management system to Sector Educational Training Authorities (SETA's).
